Women represent 39% of actual business creations in France, but only 29% of the entire entrepreneurial chain, from intention to realization. This ten-point gap indicates that the barriers do not only arise when seeking funding or a location. They appear much earlier, starting from the ideation and decision phase.

Understanding where these projects fail allows for better direction of available resources towards the stages that need them the most.

Female entrepreneurial chain: where the losses occur between intention and creation

Most content on female entrepreneurship focuses on financial aid and support networks. The DGE-Bpifrance barometer provides a different perspective by measuring each step of the journey, from the desire to undertake to actual registration.

Indicator Share of women
Actual business creations 39%
Presence in the overall entrepreneurial chain (intention to realization) 29%

The table highlights a significant funnel. Many women express a desire to undertake, but only a fraction realizes this project. The barriers are concentrated before taking action, in the phase where the idea has not yet found a structured framework.

The gap between perceived risk and actual difficulty suggests that working on financial projection, prior to any loan application, could change the game. Organizations like the Des Femmes Entrelles website specifically offer resources aimed at this preparation and confidence-building phase.

ACRE 2026: a tightening that primarily affects micro-entrepreneurs

The conditions for accessing ACRE changed on January 1, 2026. For women creating a micro-enterprise after July 1, 2026, the exemption rate for charges drops from 50% to 25%. This reduction halves the social cushion that new entrepreneurs under this status enjoyed.

The micro-enterprise remains the most commonly used regime for a first launch, particularly among women testing an activity alongside a salaried job or after a period of inactivity. The decrease in ACRE exemption mechanically raises the break-even threshold in the initial months of activity.

Concrete consequences on startup cash flow

With an exemption of 25% instead of 50%, social charges on the revenue of the first quarters increase significantly. For a service activity, this represents a considerable additional cost in the first year.

  • The projected cash flow calculation must incorporate this new rate from the drafting of the business plan, otherwise the projections underestimate actual disbursements
  • Eligible creators for the Égalité Femmes guarantee (covering up to 80% of a bank loan, capped at 50,000 euros) should combine this scheme with an honor loan to compensate for the loss of exemption
  • The platforms of the Initiative France network or France Active remain the direct contacts to articulate these two funding levers

This tightening of ACRE is rarely mentioned in guides dedicated to aid for female entrepreneurs. However, it alters the risk-benefit ratio of the micro-enterprise status for any creation after July 2026.

Female support: skills and network rather than just funding

The DGE-Bpifrance barometer indicates that the need for support on work-life balance is among the most cited expectations by female creators. This type of need often goes beyond the question of funding. It points to a need for mentorship and peer networks more than capital.

Several schemes structure this support beyond just bank loans. The French Tech Nova program, oriented towards tech and innovation, opens access for female entrepreneurs to ecosystems that are usually less female-dominated. The Wom’energy program, led by Réseau Entreprendre, combines individual mentoring and collective workshops on management skills.

What female networks provide that funding does not

A loan solves a cash flow problem. It does not resolve isolation, the difficulty of projecting oneself as a leader, nor the lack of feedback on daily operational decisions.

Networks like Femmes des Territoires or Action’elles operate on a model of peer support. The principle relies on connecting creators at different stages of maturity. An entrepreneur in the launch phase benefits from the perspective of an established leader, without hierarchical relationship or financial stakes.

Access to a structured network reduces the dropout rate in the first two years of activity. Creators supported by a mentoring network maintain their project longer than those who embark without collective support.

Record creations in 2025: a dynamic to consolidate for creators

France reached 1.1 million businesses created in 2025, a record. The female share in this volume is structurally increasing, driven by the diversification of sectors engaged by women.

This progress does not erase the gaps. On the contrary, it makes them more visible: if the overall volume increases and the proportion of female creators stagnates around 39%, it means that men are capturing an increasing share of the entrepreneurial dynamic in absolute terms.

Regional schemes, targeted bank guarantees, and mentoring networks form a foundation. The least exploited lever remains intervention upstream of creation, at the moment when a woman transitions from a vague desire to a structured project. Skills workshops, awareness events, and pre-incubation programs specifically target this phase, where the majority of dropouts concentrate.
